If you are weighing up AI for JobAdder or Bullhorn, the first option to check is the one you already pay for: your ATS's own AI features and its marketplace of add-ons. If those do not fit your workflow and your account permits the required API access, a custom layer – a screening chatbot, CV scoring or a scheduling assistant – can read selected ATS data and, where supported and authorised, write back notes or suggestions.
This guide is for Australian agencies running JobAdder or Bullhorn and deciding between the two routes. An ATS (applicant tracking system) is the system of record for your jobs, candidates and placements; an API is the documented way other software reads from and writes to it.
Key takeaways
- Check your ATS's native AI features and marketplace add-ons first; a custom AI layer makes sense when your screening rules, candidate channels or data-handling needs are specific to your agency.
- As published on 24 October 2026, JobAdder's pricing page lists API access on some plans and an API + Sandbox add-on unavailable on the Lite plan; Bullhorn's REST API documentation describes OAuth 2.0 authorisation.
- A custom layer should sit beside the ATS, which stays the system of record, and write back notes and suggestions rather than change candidate status on its own.
- From 10 December 2026, AI that rejects or ranks candidates may need describing in an applicable APP entity's privacy policy, whether it is a native feature, an add-on or a custom build (OAIC APP 1 guidelines).
- As of October 2026, a fixed-fee AI Pilot on one role family costs USD 5,000–15,000, indicatively AUD 7,750–23,250 at our reference rate.
AI for JobAdder and Bullhorn – native, marketplace or custom?
There are three broad ways to add AI to a recruitment CRM: native features built in by the vendor, marketplace add-ons from third parties that connect through the ATS's published integrations, and a custom AI layer built for your agency and connected through the developer API.
What to check for your ATS. The table contains only what the vendors' own pages said when we read them on 24 October 2026. Plans and features change, so re-check each link and confirm with the vendor for your account.
| Question | JobAdder | Bullhorn |
|---|---|---|
| Native AI features | The pricing page lists AI features under some plans (as published on 24 October 2026) | Bullhorn markets AI features under its Amplify product, including candidate matching and screening; Bullhorn's help centre notes some features may not be in every bundle — confirm with Bullhorn (as published on 24 October 2026) |
| Marketplace / integrations | The pricing page refers to integration partners; check which apply to your plan (as published on 24 October 2026) | The Marketplace page describes 300+ pre-integrated technology partners (as published on 24 October 2026) |
| API access on your plan | The pricing page lists API access on some plans and, separately, an API + Sandbox add-on for contracted customers that is not available on the Lite plan; confirm your account's entitlement and fees (as published on 24 October 2026) | Check with vendor; the Marketplace page points suppliers to information on API access (as published on 24 October 2026) |
| API documentation | Check with vendor | Bullhorn publishes a REST API reference describing an OAuth 2.0 authorisation flow and entities such as Candidate, JobOrder, Placement and Note (as published on 24 October 2026) |
With those answers in hand, compare the two routes:
| Factor | Native or marketplace AI | Custom AI layer |
|---|---|---|
| Time to start | Often quick – switch on or subscribe | Weeks: scoping, build, testing |
| Upfront cost | Usually low; subscription-based | Project fee; the AI Pilot route is a fixed fee |
| Fit to your screening rules | Configurable within the product's options | Built around your criteria and role families |
| Candidate channels | Whatever the product supports | Agreed in scope (careers site chat, SMS, email and so on) |
| Data handling | The vendor's hosting and terms | Hosting and access agreed in scope |
| Ownership | You license the product | You own the code delivered |
| Ongoing effort | Vendor maintains it | Someone has to maintain prompts, rules and integration |
| Best when | Your needs are common and the product covers them | Your process is specific, or no product handles a key step well |
If a native or marketplace product already handles your main pain point, compare its subscription term and total cost before funding a custom build. Consider a custom layer when your screening logic is specific to your clients (site inductions, tickets, roster patterns), you need a channel the products do not cover, you want control over where candidate data goes, or you want steps joined up – for example, pre-screening that hands into scheduling and writes a summary back to the candidate record.
What a custom AI layer typically touches in your ATS
A custom layer sits beside the ATS rather than replacing it: it reads what it needs and, where permitted, writes results back where recruiters already look. The rows below are design questions, not confirmed writable fields in either ATS; validate each endpoint and permission against the vendor documentation and your account.
| ATS data | Typical read | Typical write | Watch out for |
|---|---|---|---|
| Candidates | Contact details, CV, work history, existing tags | Parsed skills and tickets, screening answers, consent flags | Overwriting recruiter-entered data; duplicate records |
| Jobs | Title, requirements, location, pay range, status | Usually none, or a screening criteria field | Requirements written loosely – the AI can only screen against what is written |
| Applications / pipeline | Which candidate applied to which job, current stage | Stage suggestions for a recruiter to confirm | Moving candidates automatically without human sign-off |
| Notes / activities | Previous contact history | Chat transcript summary, screening result with reasons | Notes too long to read, or too short to audit |
| Status changes | Current status | Recommended status, flagged for review | Silent automated rejections |
A sensible default is write-back as notes and suggestions, not decisions. The screening chatbot records what the candidate said and which criteria were met; a recruiter changes the status. That keeps the ATS clean, leaves an audit trail and keeps a person accountable for the outcome.
The sit-beside pattern is not specific to recruitment. For a growing US tech company, the published case study describes a Slack AI operations agent using the Claude API, RAG (retrieval-augmented generation, which answers from your own content) and Notion, delivered in 6 weeks for USD 25,000; it reports 70% less status-reporting time.
Settle the technical basics early: authentication with the narrowest workable permissions, API rate limits at your volumes, how new applications are detected (polling on a schedule or event notifications, where the vendor offers them), and what happens when the ATS is unavailable. A common failure is a chatbot that keeps talking to a candidate while the write-back silently fails; queue the write and alert a recruiter instead.

Data, privacy and keeping a human decision
Your agency must assess its own Privacy Act obligations; coverage, including the small business exemption, is fact-specific. Settle three points before any connection is made:
Where data goes. A custom layer may copy candidate data out of the ATS and send text to a language-model provider. Map each hop: where it is stored, who can access it, how long it is kept. Overseas access – by a model provider, a hosting region or a development team – may be a cross-border disclosure under APP 8, depending on who can access the information and the control you retain; some contractor arrangements may instead be a use. The OAIC's APP 8 guidelines explain the test, and Privacy Act and offshore development covers set-ups such as anonymised data and controlled access.
Automated decisions. Assess AI that rejects or ranks candidates against the APP 1 automated-decision test that applies from 10 December 2026, whether it is native, an add-on or custom; our checklist for recruiters walks through it.
A human makes the decision. Design the integration so the AI suggests and the recruiter decides. Make scoring criteria explicit and visible in the note written back to the ATS, and avoid proxies such as postcode, graduation year or employment gaps.
This is general information, not legal advice.
Testing a custom layer on one role family
NKKTech Global, an AI engineering company based in Hanoi, Vietnam, offers an AI Pilot for recruitment that fits this test: one use case on your real data, 3–4 weeks, a fixed fee of USD 5,000–15,000 as of October 2026 (≈ AUD 7,750–23,250, indicative, at our reference rate), the code delivered is yours, and it becomes phase one of a full build only if it proves its value. We are not a partner of JobAdder or Bullhorn. A practical shape for an ATS-connected pilot:
- Pick one role family – for example warehouse shifts or aged-care roles – where volume is high and screening rules are clear.
- Record the baseline – time to first response, screening completion, recruiter hours per placement stage.
- Agree the integration depth – read-only at first, or read plus notes write-back. Full two-way status sync may belong in a later phase; integration depth is scoped and quoted, and any change is approved before work on it starts.
- Build and test with recruiters trying to break it: odd answers, off-topic questions, attempts to get promises about pay.
- Run it live on one or two jobs, compare against the baseline, and decide: extend, adjust or stop.
If the pilot shows a marketplace product would do the job, that is a useful answer too. Our recruitment published case study covers the same screening, scheduling and FAQ patterns: a chatbot for AWING Technologies, a technology company in Hanoi, Vietnam, on the website, Messenger and Zalo, with an 80% reduction in response time, 65% more candidate engagement, 30% less manual HR workload and 45% higher pre-screening completion. It was not a JobAdder or Bullhorn project. Our Australia page covers working hours and contracts.
Questions to ask before integrating anything with your ATS
Whether you are evaluating a marketplace add-on or a custom build, ask:
- API access: Is it included in our ATS plan, are there extra fees, and what rate limits apply? (Ask the ATS vendor directly.)
- Permissions: Exactly which records will the integration read and write, and can access be limited to what the use case needs?
- Data location and training: Where is candidate data stored and processed, including by any model provider, who can access it from overseas, and will it train anyone's models?
- Audit trail: Can we see, for any candidate, what the AI was asked, what it answered and which criteria it applied?
- Failure mode: What happens to candidates if the integration or the ATS goes down mid-conversation?
- Exit: If we stop, what do we keep – code, prompts, configuration, data – and how is data deleted?

Frequently asked questions
Can I add an AI screening chatbot to JobAdder or Bullhorn? Possibly. First check the available native and marketplace tools, then confirm your plan's API entitlement, permitted endpoints and integration terms with JobAdder or Bullhorn. If those allow it, a custom chatbot can be connected through the vendor's API.
Is it better to use my ATS's built-in AI or build a custom AI layer? Use the built-in or marketplace option if it covers your main bottleneck well enough – it is faster and you do not have to maintain it. A custom layer is worth considering when your screening rules, channels or data-handling requirements are specific, and a short fixed-fee pilot on one role family can test that before you commit.
Does connecting AI to my recruitment CRM create Privacy Act obligations? It can. Overseas access to candidate data may need assessing under APP 8, and from 10 December 2026 an applicable APP entity whose program uses candidates' personal information to make, or substantially and directly assist, significant decisions must describe it in its privacy policy (OAIC APP 1 guidelines). Keep a recruiter as the decision-maker and get advice for your situation.
